Allow Admin user to view fixture list for 'new' season and not have to make 'active' to view.

I have found that when generating fixtures, the only way to view them for manual editting and error correction is to make it 'active'.
This makes the partial fixture list visible to everyone before it is ready.
I need as an admin to view the fixtures in the 'new' season to resolve issues in the 'fixture check' report, but don't need others to view before it is ready.

I think the new filter on the main Fixtures tab of 'new' already allows you to do this
