Admin level visibility option should be 2 options: One for team selection, and one for restricting visibility eg for schools

In "Organisation / Admin / Results Visibility" help text (and usage), these options are not mutually exclusve. The first two options refer to results visibility but the last three options refer to team selection. Why can't the users mix and match, i.e. chose "R" and "M"?
