Add treasurer to organisation and grading file.

Currently it just defaults, but ECF grading admin is now asking for this.

I submit rating results for several congresses. How do I specify the treasurer for an event other than myself. If new people need to be set up by an LMS administrator, the two I wish to add are:

Rebecca Gardiner (congresssecretary@hotmail.com)
